What are our sufferings?
Parliament is elected once in 5 years.
Once elected, people have no right in decision making, however correct they may be. There is no control if opposition fails to expedite its duties.
We can not call back wrong doers.
Elections are fought on then issues. The country may face unexpected issues in between to deal. All of, Ruling party-Opposition-people have to take entire new positions on such issues, which may be the need of the time.
Elections are held at a same time in such a big country with wide geographical variations, different political, social, economical conditions & priorities. The unmanageable frenzy creates lot of problems & irregularities.
Election Commission has limited capacities in all respects, has to take local administrative help, which likely to invite malpractices in elections.
Suddenly media is loaded with such heavy news, happenings, information, that it is likely to miss important focus. Because of scarcity of space malpractices like paid news erupt.
Common man is likely to be confused easily. His inability to take proper decision may lead to personal gratifications & the whole purpose of democracy is lost.
Our political concerns & awareness is active only during election periods. Once they are over we don’t think we are concerned & link ourselves with our responsibilities.
It is likely to have a situation where national opinion is of prime important. Why to have referendum occasionally? Regular referendum is essential for participatory democracy.
Election commission has to create its own infrastructure & manpower easily which can expedite the elections fairly & effectively.
The Revolutionary Election Reform. Why & how ?
If we make some evolutionary changes in our election program of well planned elections through out 5 years, electing 9 MPs from different constituencies every month spread evenly through out the country.
Simply divide the 5 year tenure of parliament in 60 months slot.
We have 540 MPs. Select any 9 constituencies every month, geographically balanced in all states to declare the elections.
Every month 9 MPs, every year 108 & every 5 yrs 540 MP will be elected. so by the time next turn comes, the elected MP should have completed his tenure of 5 years. Representation is not hampered.
The entire country can focus on 9 elections. Declare elections one month before. Finalize nominations in 1st week. Campaign in 2nd & 3rd week. Voting & declaring result in 4th week, so you are ready for another 9 elections next month.
We can have representative referendum all the times in a year all the times by these parliamentary elections.
Election commission will be happy with lessened burden of having few elections at a time in such a widespread country, so that they can exercise their duty in most effective manner.
Political parties also can take proper positions & concentrate properly on their manifestos to reach people effectively.
The parliament will be constantly in touch with all the problems at all the time & entire country can respond to them at a time during these elections.
People will also have opportunity to revise their votes on different issues. Voting will increase.
Government will be constantly under pressure to prove its majority, so they will have to take proper decisions to maintain their number.
This will curb aayaram-gayaram culture. Co-aliation politics will end.
There will be fair competition in elections. Law & order will be much manageable with our restricted forces.
A significant in-depth discussion on media will help voters to make their decisions.
Incoming fresh youth leadership does not have to wait for 5 years to enter politics as their career.
Outside changes will be rightly & timely reflected in parliament. Easier for political parties too, to use their limited resources & leadership. This will enhance the long awaited democratization of our country.
Only problem is that we can not call 4th ,5th or 6th parliament. Because their will be always 540 MPs of different tenure will be present at all the times.
